Preamble
Climate change is now accelerating and we need to create a small innovation to asist build a wider consensus for real action to eliminate green house gases (GHG).

A built environment based on bitumen and cement and other construction chemicals releases significant scope 1 and scope 2 GHG emissions.

Black Mountain will forward the resolution to CFMEU for information.

GHG Emissions levy

ACT Labor Conference calls on the ACT Government to consider imposing a levy on all construction projects valued at or over $1 million based on scope 1 and scope 2 carbon emissions at a rate not less than the current price of an Australian Carbon Credit Unit (ACCU).​ Noting the ACT Government is currently incurring a deficit and that any tax burden is best shared over a wide tax base, and that we need to reduce demand for products with significant carbon emissions.
