Rafah and Canberra: City to City Friendship Agreement

​1.Under Chapter 20: [add new point to Principles section as new point 3]:

4. Labor's respect for its citizens who are migrants from countries who have or are undergoing genocide, war crimes, crimes against humanity and man-made humanitarian crises heightens Labor's commitment to Australia's obligations under International Human Rights Law, the Convention on the Prevention and Punishment of the Crime of Genocide and the Rome Statute.

2.[ add 2 new points to Strategy section which will be inserted and numbered as 22 and 25]

22. Establish Ethnic Community Advisory Committees specifically to advise the Minister on the ACT Government's response to genocide, war crimes, and crimes against humanity in ACT migrants' countries or territories of origin or ancestry, including to mandatorily inform the ACT Govt's rhetorical, diplomatic and practical responses and the way it advises and advocates to the Federal Government.

25. To further facilitate cross cultural learning and practical support, that the ACT Government take all necessary measures for Canberra to establish and formally sign a City to City Friendship Agreement with the city of Rafah in Palestine at the earliest possible time; and subsequently with a sequence of surviving or to be reconstructed cities including to: seek funding and run programs to foster areas of mutual interest and exchange and support populations in cities which have the been the target of genocide, war crimes, and crimes against humanity.

Areas of possible mutual interest between the two cities of Rafah and Canberra include:

  • Human rights
  • Safety of children and women
  • Community development including hospitals and schools
  • Climate Action

Labor will continue to welcome the arrival of more members of various ethnic and cultural groups and to encourage their active participation in the ACT Community. Labor will ensure that the special requirements are recognised for those people who are part of migration programs arriving for humanitarian reasons.
