Preamble
​Funding approaches to health and social care (including aged care) are a current focus of governments at state and territory level and federally. In a fair and progressive taxation system, which balances revenues from labour and capital income, the funding of health and social care must be appropriately sourced according to capacity and means-tests or user-pay components must be progressive and fair. 

The legacy of the LNP federal government 2013-2022 was chaos on all these counts and brought great uncertainty of health and social care funding overall and for key community groups. Labor has done much to repair in its first term, including landmark reform from Aged Care Minister Anika Wells, and Health Minister Mark Butler.

Progressive and Sustainable Health and Social Care Funding

​Conference calls on the ACT and federal Labor Government to consider how health and social care funding can be made more progressive and sustainable, including the tax, means-test and user pay levels borne by ACT residents, and the overall fairness of funding. 

In line with Labor's values, the funding for health and social care should be in proportion to the means of each of the community, and means-tests or any user pay component must be equitable. Fair treatment of income from labour and capital, and of wealth and income, are essential to fair levies and means-tests.
