Preamble
​People with disability continue to face deep and systemic economic Inequality in Australia, particularly in employment. This inequality is sustained by discriminatory wage practices, including the continued use of subminimum wages through instruments such as the Supported Wage System. These practices devalue the work and contributions of people with disability and perpetuate cycles of poverty, exclusion, and economic dependence. 

Wage justice is a human rights imperative. No person should be paid less than the national minimum wage, regardless of their disability. The ACT Government has a responsibility, as a human rights jurisdiction, to lead by example and ensure that all public money whether through direct contracts or social procurement is used to support fair and equitable treatment of workers, in particular workers with disability.

Wage justice for people with disability

​In line with Australia's obligations under the United Nations Convention on the Rights of Persons with Disabilities (CRPD), and the ACT Government's commitment to inclusive, rights-based policy. The ACT Government will not allow prospective and/or successful tenderers or their suppliers to pay any worker with disability subminimum wages. We call on the ACT Government to take steps to ensure that this does not occur in any government contract. We call on the ACT Government to require all prospective tenderers and their suppliers to provide clear evidence that all workers to be engaged under any ACT Government tender and/or contract will be paid no less than one hundred percent of the minimum wage as set out in the National Employment Standards.
