Preamble
​Conference welcomes Labor's advances on migration policy after reviews undertaken in the last federal term of Government.
To give certainty and fairness to migrants and build public support for migration, planning levels across visa types and sufficient access to support for new residents remain crucial.
Many new migrants on temporary visas have limited access to key services and last term’s reviews found exploitation to be widespread. The planning level in the permanent program allows for this to be included in the Budget with allocations for services access by permanent visa recipients. 
Over time, with improved planning processes, temporary visa holders should also have their services needs considered in the same way.

Building to further migration policy progress

ACT Labor calls on the ACT Government to engage federal Government, and for federal Labor Governments to engage with academic experts, community groups, unions, employers and other key stakeholders including universities, on the best planning and operation of temporary visa programs, to improve the experience of new migrants.
Key considerations should include:
- The equities of the ACT in planning levels, so that the ACT remains an attractive destination for new migrants, with strong intakes of students, skilled workers
- Planning levels that provide clarity to applicants and indicate pathways to permanent residence;
- The transition of temporary visas programs to be, as permanent visas are, fully considered in funding and services access, so temporary visa holders are well connected to the community and essentials.
