Preamble
​The Australian Labor Party campaigned at the 2025 federal election on increasing the rate of bulk billing of GP appointments by spending $7.9 billion on bulk billing incentives.

However, Canberra GPs have suggested the incentive won’t cover their costs, meaning Canberrans are unlikely to receive the benefit of this policy.

Bulk Billing in the ACT

ACT Branch Conference calls on the newly elected Federal Labor Government to monitor the uptake of the bulk billing incentive in Canberra, and if it fails to significantly increase bulk billing rates, then look to methods to increase bulk billing potentially  including  increasing the medicare benefit schedule amount for GP visits to help increase bulk billing rates in the territory.
